On the night of October 31, Ukrainian drones attacked the combined heat and power plant (CHP) in the city of Orel, reported the governor of the Orel region, Andrey Klychkov, noting that «there were no casualties or fires at the facility». Meanwhile, Orel lost power, and reserve lines had to be used to restore electricity supply. The Orel CHP is the largest source of electricity and heat generation in the region.

According to ASTRA* analysis, one of the strikes hit the open distribution device of the CHP, which receives, distributes, and transmits electricity from the station's generators to the power lines. Later, Klychkov reported restrictions on heat and water supply in three districts of the city.

The governor of the Vladimir region, Alexander Avdeev, reported an attack on the «infrastructure» near Vladimir. ASTRA, based on eyewitness video, determined that a large fire started at the «Vladimir» electrical substation, a major energy facility in the region.

In Yaroslavl, «due to the fall of debris from Ukrainian UAVs» and «for investigative actions», kindergarten No. 28 in the Frunzensky district will not operate today, reported the governor of the region, Mikhail Evraev.

«Last night, an attack by Ukrainian UAVs was repelled over Yaroslavl. There were no casualties. Fragments of drones, which are important for the investigation, may be located in the region. If found, move to a safe distance and immediately report the location of the fragments by calling 112», wrote the head of the region.
