Every month, about 300 people are added to the Rosfinmonitoring list of 'terrorists and extremists,' one in ten is a teenager

As calculated by 'Novaya-Europa'*, 250–350 people are added to the list every month, with one in ten of them being under 18 years old. Currently, there are 18,771 people on the list. A court conviction is not required to be added; being a suspect in a case is sufficient.

Starting from 2024, Rosfinmonitoring adds about 3,000 'terrorists and extremists' to the list annually. At the beginning of the war, the list expanded at half the rate. Since December of last year, suspects and convicts for violent crimes 'motivated by hatred,' as well as under repressive articles on 'fakes' and 'discrediting' the army, can be included in the list. In the summer of 2025, sabotage was added as a reason for inclusion.

As a result, in the incomplete year of 2025 (up to mid-October), 3,031 people were added to the list, averaging 319 people per month.

Since 2023, the proportion of minors has been increasing. Before this, minors made up less than 2.5% of the list. From the summer of 2024, it sharply increased to 6%. It rose again in the summer of 2025. In 2025 alone, 249 teenagers were added to the list, 81 of whom were under 16 at the time of inclusion.

Since 2023, the proportion of Ukrainians has also significantly increased, as proceedings against prisoners of war began. Since then, it has risen from 5% to 21%, with every fifth 'terrorist and extremist' being Ukrainian since July.
