In Russia, mass blocking of foreign travel for those who received electronic summonses has begun

2025.10.10

The travel restriction comes into effect automatically upon notification via «Gosuslugi»

As reported by Baza, Russian authorities have fully launched the electronic summons registry and have begun massively blocking foreign travel for everyone included in it.

From the moment of receiving the notification via «Gosuslugi», the travel restriction automatically comes into effect. It can only be lifted after a visit to the military enlistment office. If the summons is ignored, additional measures are introduced after 27 days: a driving ban, blocking of property transactions, closure of individual enterprises, and denial of loans. The General Staff previously reported that only electronic summonses are now in effect in Moscow, Ryazan, Sakhalin regions, and Mari El. Meanwhile, as noted by «Conscription School»*, conscripts are also receiving them in 15 other regions, including Tver, Pskov, Smolensk, Nizhny Novgorod, Chelyabinsk regions, Krasnodar, Perm, Krasnoyarsk, Khabarovsk territories, Mordovia, and Buryatia.

The autumn draft will last until December 31, with plans to call up 135,000 conscripts this year. This is the largest autumn draft for conscription since 2016, when 152,000 people were called up.

* Recognized in Russia as a «foreign agent».
