Former co-owner of "Vedomosti" and The Moscow Times* Demyan Kudryavtsev and film critic Zinaida Pronchenko were declared "foreign agents" for anti-war speeches, interactions with "foreign agents," and "discrediting" Russian authorities. A separate point of contention is living outside of Russia.

Investigative journalist Andrey Kalitin, according to the Ministry of Justice, spread "unreliable information about decisions made by the public authorities of the Russian Federation and their policies," opposed the war in Ukraine, and interacted with "foreign agents" and "undesirable" organizations.

The agency had the most grievances against lawyer Dmitry Zakhvatov. In addition to "discrediting" Russian authorities, collaborating with "foreign agents" and "undesirable" organizations, he "formed a negative image of the Russian Armed Forces" and is one of the leaders of a project that raises funds for the Ukrainian Armed Forces.

The independent literary award "Dar" also forms a negative image of the Russian army, while collaborating with "undesirable" organizations, and among the founders of the award are "foreign agents."

The unified registry of "foreign agents," which already has more than a thousand entries, has been maintained since December 1, 2022, and includes individuals, registered and unregistered non-profit and non-governmental organizations. "Foreign agents" are required to publish texts and messages with a notification that they are produced by a "foreign agent." Failure to fulfill the obligations of a "foreign agent" entails administrative fines and criminal liability.

"Foreign agents" are prohibited from placing advertisements, and "foreign agents" themselves are banned from participating in elections, teaching, and engaging in educational activities. Also, all income of "foreign agents" in Russia, including the sale and rental of real estate, will be deposited into a special ruble account, which can only be accessed after the "foreign agent" status is removed.
