In 2026, the Ministry of Finance plans to allocate up to 12.6 trillion rubles for national defense expenditures, reported Reuters citing documentation.

As noted in the draft, annual expenditures under the article "National Security and Law Enforcement Activities" (police, Rosgvardiya, and special services) in the coming years will amount to 4–4.5 trillion rubles. The increase compared to the current budget law is more than 20%.

"In total, the share of expenditures on the army and law enforcement in the budget in 2026 will be 38%," claims Faridaily, noting that with such spending, the Kremlin is likely not planning to end the war in Ukraine anytime soon.

At the same time, the government plans to significantly reduce funding for the aviation industry and the national project on unmanned aerial systems (UAS), reported "Interfax" citing a source familiar with the explanatory note to the document. The volume of funding for the state program "Development of the Aviation Industry" in 2026 may amount to 43.4 billion rubles against 65.1 billion rubles in the current budget plan.
