The head of the region, Alexander Khinshtein, reported the detention of his deputy. According to him, Bazarov's detention is related to "his previous place of work in the Belgorod region," adding that the Kursk region government will assist the investigation, as "no previous merits can and will not serve as an indulgence." At the same time, when appointing Bazarov as his deputy in February, Khinshtein called him a "high-class professional," "especially considering his Belgorod experience."
Bazarov held the position of deputy governor for construction in the Belgorod region.
Later, TASS, citing law enforcement agencies, reported that Bazarov is involved in a case of embezzling 1 billion rubles during the construction of fortifications in the border areas of the Belgorod region. The agency's source indicated that in the same case, former deputy Belgorod governor Rustem Zainullin and four other people had already been arrested.
Zainullin was sent to a pre-trial detention center in June on charges of fraud, accused of embezzling 32 million rubles from the budget by a group of individuals, which were allocated for the construction of fortifications on the border with Ukraine.
In March, in Belgorod, the director of the construction company "Stroyinvestreserve," Sergey Petryakov, was arrested in a case of embezzlement during the construction of the defense line. According to "Pepla," Petryakov's company was the third largest in terms of state orders for fortifications and received a total of 999 million rubles.
